In the audit the uniques was mis counted, here are the actual uniques from July forward:
7/2015: 56
8/2015: 77
9/2015: 38
10/2015: 60
11/2015: 59
12/2015: 84
1/2016: 87
2/2016: 95

So far in March 50 uniques

Six month sliding average starting with July through December is 62
Through January 67.5
Through Feb 70.2
Through March so far 72.5

A Barony needs only 20 Average monthly uniques, a Duchy 40 and a Principality 60. Mistyvale has definitely met this requirement.

Righteo. Results.

Corpora say that changing a land's status requires a 2/3 vote, but in a separate line promotion is via simple majority.

Votes for postponement: these count toward quorum. In the case of Mistyvale, counting aye/nay/postpone, 19% cast a vote to postpone. For demotion of Thor's Refuge, 7% voted to postpone. In both cases, if 100% of postpones were cast as aye or nay, the outcome of the vote would not have changed.

Wyvern's Spur at 100% aye returns to Barony!
Mistyvale at 66% yes becomes a Barony! (if all postpone votes were nay, they'd have 53% aye)
Thor's Refuge remains a duchy, 63% vote to demote (66.6% required to demote). (if all postpone vote decided to demote, it would be 65%)
