Althing to be held the seven day period ending on 9/9/18.
MONARCHS: Please discuss discussion items at your park and submit your land's comments.
Attached is the new waiver.

Item 1
New waiver following AI BoD recommendations on privacy. Adding it in to our Corpora with instructions on its use:
Change to ARTICLE II: MEMBERSHIP
Section 1. DEFINITION
1. Membership is limited to persons who have signed a waiver within any chapter of Westmarch.
a. A valid legal form of ID is required to be presented to the land representative accepting the waiver at the time of signing. [see Article XIII for the waiver and instructions.]
a. b. Persons under the age of eighteen (18) may only join if their legal guardian signs a waiver for them.
NEW Article:
This article includes a new waiver. This new waiver has the following changes from the official waiver currently in use and located on the CAAmtgard.com/Documents page:
Add item 8 – making players aware we take photos, but must get permission to use for advertising purposes
Add item 9 – Requiring players to state they are not on a sex offender list or similar
Remove Address, phone number, Date of birth, and Emergency contact info.
Add place for land rep to indicate ID was presented with expiration YEAR, age range of participant, and place for PM to indicate if added to the ORK.
ARTICLE XIII: WM Waiver
Section 1. GENERAL INFORMATION
1. Any person wishing to join, relocate to, or renew membership with Westmarch must sign a new waiver.
2. At the time of signing a waiver with Westmarch or any of its sponsored lands, the signer must show valid legal ID to a park representative.
a. Park representative must write on the waiver the type of ID used and the YEAR (only) of when it expires.
b. Park Representative must verify the age range selected by the signer.
c. In the case of a minor, the ID of the parent can be used in place of new member’s ID.

ARTICLE VI: CROWN QUALIFICATIONS
Section 4. CULTURAL EVENTS
Add new sub-categories to our Quals A&S. Each sub item is a separate vote:
Item 2.1
Add to Cooking an additional Sub category:
“Appetizer Food item to be served prior to or separate from a main dish”
Item 2.2
Add to Literature an additional Sub category:
“Tutorial – Any instructional document, video, or other media”
Item 2.3
Add to Rose an additional Sub category:
“Advertising – Any activity or media that aids any Amtgard group in their recruitment efforts”

Item 3
Adjustment to GMR
Purpose to clarify that to be GMR you need to be a Reeve. Also to add the requirement that a GMR needs to be familiar with our corpora for 2 reasons A) they write the test B) as one of 3 votes on banning a player, they should know not just the RoP but our corpora as well.

GMR Amendment
Change Article IV, Section 2, Item 3 to read:
ARTICLE IV: OTHER POSITIONS
Section 2. GUILDMASTER OF REEVES
3. The Guildmaster of Reeves shall be elected during the Time of the Crown and have passed both Reeves and Corpora tests.

Change Article IV, Section 2, Item 4 to read:
ARTICLE IV: OTHER POSITIONS
Section 2. GUILDMASTER OF REEVES
4. Candidates for Guildmaster of Reeves must be voting members who are also members of the Reeves Guild.

Add as Article IV, Section 2, Item 14, subitem a:
ARTICLE IV: OTHER POSITIONS
Section 2. GUILDMASTER OF REEVES
14. Should the position of Guildmaster of Reeves become vacant, voting members of the Reeves Guild shall elect a pro-tem Guildmaster of Reeves.
a. Candidates for pro-tem Guildmaster of Reeves must still have passed the most recent reeves and open book Corpora tests with a score of 75% or better.

Add in Article VI, Section 3 as Item 4 and renumber remaining existing Items accordingly:

4) Candidates for a Guildmaster of Reeves must have passed the most recent reeves and open book Corpora tests with a score of 75% or better prior to the election.
a) Members of the Reeve’s Guild need not take an additional Reeve’s Test to qualify.


Item 4 DISCUSSION ONLY
2 items on Audits <Language and placement pending>
The audit is a way for the Kingdom officer to check the health of a land. By failing to communicate with the Kingdom, they will not see if help is needed. This communication is needed for a healthy kingdom. While we wish to not need the following 2 items, they are under consideration as we have had some issues with audits arriving by the deadline and refusal to submit one at all.
4.1 A grace period of no more than 1 week. Failing to submit on time will incur a scoring limit of a maximum score of Pass on the audit, but the auto-fail will not kick in until the 1week grace period ends midnight the 8th of (February/August).
4.2 If an audit is not submitted with in 1 month of the due date, the land will be automatically brought to the Althing for both demotion and loss of core status if applicable as two separate items.

Item 5 DISCUSSION ONLY
Article II Membership; Section 4 Termination of Membership; part 6:
“A person whose membership is terminated may appeal to the Kingdom Althing to have their membership restored.
a. Restoration of membership requires a ⅔ approval of an Althing vote.”
By taking an appeal to the Althing, all evidence in the case would need to be made available to all voting members of Westmarch. This is a bad idea and has been specifically frowned on by AI BoD as in some cases the victim of a crime may not want to have the information out for all to see. While some victimless causes for suspensions like repeated failure to follow RoP, stealing from the land cash box, etc., could go to an Althing as only the banned player has any assumed privacy and can wave it as they wish. But we need an appeals process that does not include the Althing for matters that are of a delicate nature where we need to protect all parties and their privacy.
Some possible appeal processes:
If Land level, take it to Kingdom level
If at Kingdom level have a closed-door hearing with the CoC three (Monarch, PM, GMR) plus 3 others of leadership roles like Champion and Regent, local CoC Three, and representatives of all parties or themselves (their choice)
WM Circle of Monarchs could listen to the appeal.
Come up with other methods if you wish.

Item 6 DISCUSSION ONLY
Consider in your discussions lands that do not follow RoP, Corpora, or are in breach of land contracts. Amtgard International has a solution for not following RoP, they pull your contract. They warn, they remind, but in the end if a land, be it a freehold, shire, duchy, principality, or Kingdom, is not following the RoP or stops playing Amtgard, they pull the contract. Our land contracts require lands to follow the RoP as well as our corpora. Following the corpora, or at least follow it in good faith, is part of the land contract each land of Westmarch agrees to when joining Westmarch. But as of now, nothing in our corpora says what is to be done when a land is in breach of contract. As this is a Contractual issue, the BoD can cancel the contract without an Althing.
No one wants to pull contracts, so what other deterrent can be significant enough to bring lands to comply while not just writing them off. How long of a period do we give a land in breach prior to forcing them out? Would requiring monarchy to stepdown and force a new election of officers be a first step?

Item 4 - Something that has always concerned me about our audits is that the wording puts the bulk of the responsibility on the lands and I think this is unfair. If we are going to continue to add wording to make that responsibility clear we should begin to add verbiage the puts some of the responsibility on the Kingdom BOD's shoulders to try to contact the lands. I also believe if we're being forced to prove the health of our lands for the overall kingdom that the kingdom in turn should do an audit of their own to show money is not being misused, our monarchy is hitting their attendance requirements to to vote, and provide an overall dues paid list incase someone does want to bring up and item that needs a certain percentage to pass. We keep adding things that need a certain amount of people to pass but who knows what the actual number is because there is not a ready list of dues paid that is available to the people of this kingdom.

Audits, whether game related, business related or tax related is up to the land, business, or individual involved. If you have trouble doing the audit, ask someone from a land that got an excellent for help.
Actually player attendance will give a list of Dues Paid on the Kingdom page. You still have to check the individual to make sure they have the attendance to vote though. Using Azus' number cruncher will give you both, but it must be done by land.
