Those have all been suggested before and all shot down for various reasons. Any sort of ribbon on the arrow will cause flight problems and annoy archers. Arrow covers don't work because we all lend out our arrows and change classes (having to switch arrow covers all the time would be weak). Streamers on the bow have also been suggested but it still just plain silly and impractical.
Also, any markings on the arrow aren't going to work in any sort of normal sized game as there will probably be arrows all over the place and you'll have no idea which one hit you.
It's tough, but I think the best solution is still to just yell out damage when you shoot.
The damage by class thing is, however, something I've supported for a while now. The idea of breaking bows into length categories is pretty silly and inaccurate. It would be far better to just say Barbarians Assasins and1-5th scouts do 2 points, 1-2nd archers and 6th scouts do 4 points, and 3-6th archers do 5 points. It helps a little with damage too, cause you don't need to look for a big bow, just a class sash (to an extent).
