The unintended consequence of a member of a failing park being ineligible to vote in kingdom matters, or hold kingdom office is rough. Not all parks can be saved. Some areas do not have the membership to thrive, no matter how much effort is applied. I have looked for other kingdom corporas to find language to support 'at-large' kingdom membership, but it does not seem to exist.

I am for removing the core land responsibilities and privileges of failing lands. I would support anyone's need to transfer to another core land to remain active as long as they meet their attendance requirements with the new land. This seems to be counter intuitive to rescuing failing lands, but provides a method for personal choice to follow either path (retreat to you land and work at it or bail and stay active with the kingdom).
