December Corpora Amendments Discussion

These are the proposed amendments that will be voted on in December. Please feel free to post any questions, thoughts, or comments.

Article V

1.  Section 1, Item 1, subitem c: Rewrite to read:
c. The Board of Directors shall conduct its own elections of Officers of the Board from their number as per Article X, Section 2 of this corpora.

Removes the listing of BoD positions, as it was inaccurate, and specifically references the BoD section of the Corpora to ensure we only have to change one part of the Corpora if we wish to alter the structure of the BoD.

2.  Section 1, Item 4, subitem c: Replace "emailed" with "submitted electronically" and add as subitem d, renumbering subsequent subitems accordingly:
d. Proxy votes that are submitted electronically must be sent in such a fashion that the identity of the voter must be verifiable by the Prime Minister. (Ie: established forum account, established Facebook account with the voting member’s name, email sent from the voting member’s address listed on their waiver, etc..)

Opens more legal possibilities for submitting proxy votes that in all likely hood is already happening within the Kingdom. Adds a requirement that the voters identity still be verifiable.

3.  Section 1, Item 5, subitem a: Append, "determined by the officer running the election."
Minor clarification that it's the officer running the election that selects the due date of votes.

4.  Section 1, Item 5, subitem b, point iii: Rewrite to read:
iii. Contact all other chapter officers by a previously agreed-upon communication medium.

Another update to reflect reality and allow for more modes of communication.

5.  Section 1, Item 5, subitem b: Add as point iii and renumber subsequent points accordingly:
iii. Elections must allow for a full week, Monday to Monday, for lands to meet and vote.

This is to allow for weekday core lands in the future, and to ensure that every core land has a chance to meet, hold Althings, vote, and collect proxy votes if necessary.

6.  Section 1, Item 3, subitem b, point ii: Change list item 4 of this point to be Item 4 of Section 1, renumbering subsequent items accordingly, then rewrite remaining list of point ii to read:
1. Those that entered Crown Qualifications and have passed a Reeve and open book Corpora test,
2. Those that have passed a Reeve and open book Corpora test but have not entered Crown Qualifications,
3. Anyone who wishes to run for the position provided they subsequently take and pass a Reeve and open book Corpora test.

Corrects what appears to be a formatting error that lumped an item into a list belonging to a subitem point above it, and then modifies the original list to mandate that pro-tem candidates that run following a No Confidence vote of a previous candidate have all passed Reeve and Corpora tests. Additional note that this is a separate process to having no fully qualified candidates after Crown Quals, which is addresses in Article VI. CROWN QUALIFICATIONS.

7.  Section 2, Items 1 and 2: Strikeout "of the Kingdom." from both items.
Minor clarification to impeachment, as it was felt that the previous phrasing meant only Kingdom officers could be impeached, instead of both Kingdom and local park officers.



8.  Section 3, Item 2: Add as subitem a:
a. During the Kingdom Althing all Core Lands must submit a current total of voting members to the Kingdom official in charge of collecting votes for that Althing.
and add as subitem b:
b. The total voting members of the Kingdom Althing must be included when announcing the results of the Althing vote.

Though it was previously implicit (due to the 51% mandatory quorum of every Althing) that the number of total voting membership was reported by the local park's Prime Ministers, this mandates the reporting of the number of total voting members to the Kingdom Prime Minister and the publishing of the combined numbers Kingdom-wide by the Kingdom Prime Minister.

9.  Section 3, Item 3: Strike out subitems c. and d., replace with the following, and renumber remaining subitems accordingly:
c. Vote on approving the adoption and promotion of sponsored chapters with a simple majority,
d. Vote for promotion to a higher land status with a simple majority,
e. Vote for demotion to a lower land status with a simple majority,
f. Vote for any other change to the status of a sponsored land with a ⅔ majority,

A clarification to the adoption, promotion, and demotion processes of Westmarch sponsoring lands. Side note: other chances to the status of a sponsored land can include anything note covered by the list, such as approval of Core status.

10. Section 3, Item 5: Add as subitem c:
c. The Althing must allow for a full week, Monday to Monday, for lands to meet and hold Althings.

Like the amendment in the Elections section above, this requires an Althing to allow for weekday core lands in the future, and to allow every core land to meet, hold an Althing, vote, and collect proxy votes.

11. Section 4: Add as Item 5, renumbering subsequent items accordingly:
5. A ledger showing every transaction involving the treasury funds and a running total of the treasury must be maintained.
a. The treasury ledger may be a physical hand-written ledger or may be a digital ledger as long as the file is provided to the next officer to maintain the treasury.

Requires that a running ledger be maintained for every land by the the park's or Kingdom's officers. This ledger is required by the audits process later in the Corpora, and is just a good business practice.

Adding in Article VI

8. Section 3, Item 3: Rewrite to read:
Article VI Amendment 8 wrote:3. Should no candidate qualify to run for an office, that office may be filled on a pro-tem basis by an Althing vote in order of precedence. All pro-tem officers must be voting eligible and have passed the most recent Reeves and Corpora tests with a score of 75% or better.

Require all pro-tem candidates from a no-one-qualified situation to pass the Reeves and Corpora tests, similar to the no-confidence-result situation delineated in Article V: Government. (6-0-1)
